Houston road projects across the Inner Loop have been concentrated on improving pedestrian safety, with projects that include traffic control devices to help residents cross busy streets, bridge repairs and sidewalk enhancements.
Check out three ongoing transportation projects happening across the Heights, River Oaks and Montrose. This list is not comprehensive.
Ella Boulevard
Project: A pedestrian hybrid beacon, also known as a HAWK signal, will be installed along Ella Boulevard at the intersection of either West 22nd Street or West 23rd Street. A HAWK signal is a traffic control device designed to help people safely cross busy or high-speed roads.
Update: Houston City Council approved an agreement between the city and the Memorial-Heights Redevelopment Authority on July 29 for the project.
Timeline: Start date in early 2027

West 15th Street Bridge
Project: Houston city officials will replace or rehabilitate the bridge on West 15th Street between Beall Street and Dian Street as part of the Texas Department of Transportation’s Off-System Bridge Program, which funds improvements to bridges that are not part of the state highway system.
Update: Houston City Council approved an agreement with TxDOT on July 21 to move forward with the improvements.

Montrose Safe Routes to School
Project: This project involves the Montrose TIRZ board officials reconstructing and widening 4.5 miles of sidewalks used daily by pedestrians to reach three local schools in the community. The project aims to enhance safety and accessibility for students and parents who walk or bike to school.
Update: HR Green submitted the proposal for construction services for the project in early August. The project is expected to start by the end of the year.
