The Montrose Tax Increment Reinvestment Zone added two new projects to its Capital Improvement Projects plan, which runs from fiscal years 2026-2027 through 2030-2031.
What is it?
The two new projects include a sidewalk improvement project for Richmond Avenue and an outfall study.
The outfall study was combined with phase one of the Montrose Boulevard reconstruction project to look at whether Montrose can increase the amount of stormwater that flows from the Montrose area into the Buffalo Bayou as part of its flood mitigation efforts.
In 2021, Montrose did a drainage study that identified increased discharge into Buffalo Bayou as a potential solution. However, the TIRZ needs additional information and approval from the Houston officials and the Harris County Flood Control District before moving forward, Derek St. John, an engineer with HR Green, told Montrose officials.

The operating expenses will also be reduced to under $1 million in the budget, according to TIRZ officials, through consolidation of tasks. The total budget for FY 2026-27 is $34.7 million.
After the TIRZ board approved the budget and CIP in late August, both will go to Houston City Council for approval. The fiscal year will run through June 30, 2027.
