Responsibility of Moody Park could be transferred to Harris County to prep for soccer field investment

Harris County commissioners are expected to vote on an agenda item in the coming months on the potential transfer of operation and maintenance responsibility of Moody Park, a public playground, community center and green space located near the Heights and Little White Oak Bayou.

What's happening?

The ordinance to transfer responsibility from Houston to Harris County first appeared before Houston City Council on Jan. 13. The agenda item states the proposed interlocal agreement would authorize the county to operate and maintain Moody Park for a term of 20 years and construct improvements to existing soccer fields.

"The County shall be solely responsible for all existing structures, improvements, mowing every fourteen days, litter removal every three days, illegal dumping, security and maintenance of trees within the park, which will adhere to the City of Houston Planting Standards during the duration of this agreement," the ordinance states.

However, the city will retain ownership of Moody Park, although it will not be responsible for any costs or expenses under the agreement.

Some context

Moody Park was selected by Harris County and the Houston Sports Authority Foundation to benefit from the FREEKICKS Soccer Program, a FIFA World Cup 2026 Houston Host Committee and Harris County-Houston Sports Authority initiative that aims to revitalize communities and promote the game of soccer for underserved youth.

The program includes partnering with nearby counties to renovate and maintain targeted soccer fields to enhance the player experience and expand access to the game of soccer to underserved communities. Mayor John Whitmire said during the meeting that the project also includes installing four new soccer fields at Moody Park.

Harris County Commissioner Adrian Garcia, who represents Precinct 2, where the park is situated, said during the Jan. 13 meeting that he is excited for the upcoming renovations at Moody Park.

"This will be an incredible example for the [mayor's] administration and for the citizens in general of the phenomenal relationships that can happen when two levels of government who represent the same people come together to understand what is most important," he said. "This is an item that brings us all together, that makes financial sense and the collaboration is something that the citizens want to see."
