Houston appoints first Black woman as executive assistant chief, names new fire marshal

Mayor John Whitmire and Fire Chief Thomas Muñoz announced two new appointments to the city's fire department during a Sept. 9 city council meeting.

Marion Spann was named the executive assistant chief of administrative support, while Byron Robinson was named the new fire marshal.

Meet Marion Spann

Muñoz said Spann has served the Houston Fire Department for 32 years. She was also the first Black woman in the department's history to serve as an engineer operator, senior inspector and fire marshal. Now, she will be the first Black woman to serve as an executive assistant chief.

An executive assistant chief serves directly under the fire chief and manages major divisions and daily operations, and guides long-term goals, according to the department's website. Spann's core responsibilities will include working with the leadership team, managing divisions such as emergency response and medical services, overseeing personnel and helping with department policies and funding.

"I am truly honored and humbled to accept this promotion," Spann said. "After 32 years of serving this department, this moment means a great deal to me and my family. I am so grateful for the many people who have supported, encouraged, challenged and taught me throughout my career."

In addition to her time in the department, Spann also obtained a bachelor's degree in public service from the University of Houston and a master's in public administration from Texas Southern University.

Muñoz said he expects Spann to bring "new, innovative thinking and opportunities" to the fire department.

"Not only do we have an executive chief now, but also a great contribution to the city of Houston," Muñoz said. "But, more importantly, she brings a great personality when we have tough jobs in the office... and she is a great individual."

Meet Byron Robinson

In addition to Spann, Muñoz also appointed Byron Robinson as the department's new fire marshal.

The Houston Fire Marshal's Office enforces fire codes, investigates fire causes and promotes public safety, according to the city's website. The office also oversees the Arson and Life Safety Bureaus, which include intelligence and prosecution for arson causes and origins, inspection, education, enforcement and code development.

Robinson has served for 21 years as inspector and chief inspector for the city of Houston.

Muñoz said Robinson grew up in Houston and praised him for his commitment, dedication and knowledge of the city and its residents.

"I appreciate the ability to serve the citizens of Houston as I've been doing, but just in a new role at this time," Robinson said. "I promise every day that I will try my best to serve with integrity, fairness and commitment to the people of Houston. "

Whitmire and fellow council members praised the new appointees.

"A trailblazer is what you both are," said council member Edward Pollard. "When you look at the history of this city and the history of this department, this is a very historic day."

Council member Willie Davis said he was happy to have "lived to witness this."

"This is a sign of showing the rest of the world and everyone that Houston is going in a good direction," he said. "This sends a message to many of our young people that you can go to higher depths."
