Water and wastewater base charges for Colleyville residents and businesses will increase Oct. 1.
Council approved the increases to the base rate, which helps meet the operating costs of the city’s utility fund, during the Sept. 15 meeting.

The base rate increases for customers vary based on the size of a customer’s water meter. Per city documents, the new base charges that take effect in October include:
$20.72 per month for a 1-inch meter
$41.44 per month for a 1.5-inch meter
$66.31 per month for a 2-inch meter
$124.33 per month for a 3-inch meter
$207.21 per month for a 4-inch meter
The new monthly wastewater base charge is a $2.59 increase for both residential and commercial customers. The base charge for residential customers will be $18.08 per month, a 16.7% increase from $15.49 and commercial customers’ charge will be $24.08, a 12.1% increase from $21.49.
There is no change planned for the monthly capital projects base rate, which would remain at $5.83 for a 1-inch meter, $10.78 for a 1.5-inch meter, $16.74 for a 2-inch meter, $30.63 for a 3-inch meter and $50.46 for a 4-inch meter.
Looking ahead
Finance Director Cassie Smith also presented proposed increases to the volumetric rate, which is based on usage. Unlike the base charge rate set by the city, the volumetric rate is set by the Trinity River Authority, Colleyville’s water provider.
Council members voted to move forward with volumetric charge increases from roughly $6.66 per 1,000 gallons to around $7.00 per 1,000 gallons for water. Wastewater charges would go from nearly $4.79 per 1,000 gallons to about $4.80 per 1,000 gallons.
In future years, the Trinity River Authority’s water and wastewater volumetric rates are expected to climb further, mainly due to regulatory mandates, city officials said. The increases will generate nearly $11.3 million in additional revenue when comparing fiscal year 2026-27 and fiscal year 2030-31, per city documents.
“They are proposing extremely large increases in the future,” Smith said.
New volumetric rates from the Trinity River Authority will take effect Jan. 1, 2027.
