Oct. 1 marked the start of fiscal year 2017-18 and therefore the start of a new budget year for the cities of Southlake, Colleyville and Grapevine. All three cities approved their budgets in September after public hearings. Although the cities have increased budgets for the new fiscal year, that increase did not necessarily translate to a shift in these cities’ tax rates.
