Georgetown City Council members supported delaying some parks and recreation capital projects in order to prioritize public safety and transportation, officials said at an Oct. 13 City Council workshop.
Council members also agreed to postpone a planned May 2027 bond election by at least one year.
The discussion
Assistant City Manager Nick Woolery presented a proposed capital improvement project schedule to council members at the workshop.
The new timeline includes:
Pushing Blue Hole Park construction until fiscal year 2027-28
Delaying the Recreation Center renovation and expansion to FY 2028-29
Moving the final year of the 2015 Road Bond sidewalk work to FY 2028-29
Funding for the $12 million animal shelter expansion remains scheduled for FY 2026-27, and design work for Fire Station No. 9 will take place in FY 2029-30.
Additionally, postponing the planned bond election allows current road projects to move toward completion. Georgetown officials will revisit the timing of a bond election next summer when they receive updated property valuations.
The background
The city shifted the proposed timeline for the projects due to an adjusted financial forecast that takes into account lower property valuations and reduced funding capacity, Woolery said.
Certified property values for 2026 decreased by 1.8% rather than increasing by the projected 8%, according to city documents. This slower property growth limits the city's debt and spending capacity by almost $100 million over the next three fiscal years, documents state.
What's next
The city will continue preliminary planning and design for major projects—such as Fire Station No. 9, Hwy. 29 East and SW Bypass—so they can proceed whenever future funding becomes available.
