The city of Frisco is moving forward with design plans for a proposed 18,101-square-foot animal shelter on a 34-acre site at the southwest corner of PGA Parkway and Gateway Drive.
During a Nov. 3 meeting, the Frisco City Council approved a $1.69 million professional services agreement with architecture firm PGAL for design.
City documents state Frisco expects to award a construction manager contract in January 2027.
Zooming out
During an Oct. 6 work session, City Council identified three options to meet Frisco’s goals in creating an animal shelter. City officials agreed to move forward with an 18,101-square-foot animal facility that explores different facility scales and partnerships.
The shelter plans include 61 dog kennels, 30 cat kennels and a medical isolation zone, along with a 1,200-square-foot dog pavilion, exterior exercise yards, adoption areas and a veterinary clinical space.
City documents state this option offers the most flexibility and cost efficiency. Currently, the city of Frisco uses the Collin County animal shelter to house animals.
What happened
According to city documents, the animal shelter’s design duration is expected to last eight months. PGAL will lead the overall design process, and specialized architectural firm Animal Arts will serve as a subconsultant, overseeing program development and the design of spaces where animals will directly interact with the facility.
City staff and PGAL will work off an approximately $20 million construction budget, along with an 8% design contingency to allow staff to address any changes or additional services needed for the project.
City documents project the final site plan will be submitted to City Council by March 2027. The facility’s completion is anticipated for October 2028.
What else to know
Frisco renewed a one-year contract with the Collin County animal shelter in September. City documents state that the Collin County Animal Shelter takes in about 5,800 dogs and cats annually.
Frisco's contract with the Collin County animal shelter ends in November 2028, and the Collin County Commissioners Court recently discussed its intent not to renew a shelter service agreement with Frisco.
Funding for the animal shelter has been included in the FY27 Frisco Community Development Corporation budget.
