Richardson commission OKs private healthcare college

A closer look

Casa Loma will provide post-secondary technical and healthcare education at the Richardson campus. The college plans to lease 31,000 square feet of space on the first, second and fourth floors of the building, which will include classrooms, laboratories, nursing simulation suites, administrative offices and common areas.

Richardson has a high need for additional nursing and healthcare professionals, said Skye Thibodeaux, director of land planning with Mission Ridge Consultants who represents Casa Loma.

“We’re in a very large market here with a very large population of boomers that are getting to that phase where they need additional help,” Thibodeaux said.

The total enrollment is expected to reach 450 students, but student attendance will be staggered throughout the week. City planner Christine Ross said that a traffic study showed the college will generate only a minimal increase in peak-hour traffic compared to typical office use.

Ross said the rest of the building will remain traditional office space.

What’s next

After the commission unanimously recommended approval for the special permit, City Council will consider the request.

Thibodeaux said the college would open with a phased occupancy plan. In June 2026, the college plans to open in currently vacant tenant space, establishing operations with a smaller student body in limited classroom and administrative spaces.

Starting in March 2027, the program will begin to gradually expand, adding classrooms and labs and increasing enrollment. Thibodeaux said the college plans to be at full buildout and enrollment by 2028.
