Carroll ISD’s board of trustees considered teacher and staff pay increases for the 2026-27 school year at their April 13 board workshop.

Executive Director of Human Resources Melanie Kibodeaux gave a presentation to the board of trustees recommending employee pay increases using state and local funding.
The recommended pay increases not funded by the state would cost the district $2 million-$2.25 million if approved by the board of trustees, Kibodeaux said.
Trustees discussed increasing the starting pay for certified teachers from $60,200 to $62,200, according to district documents. Noncertified teachers’ starting pay would be $60,000, if approved.
Kibodeaux also recommended a salary increase of $2,000 for teachers based on their credible years of service, which would be over a 3%-from-midpoint increase. This increase would be in addition to the state-funded teacher pay raises that were approved in 2025 during the 89th legislative session, which included:
- $2,500 for teachers serving three to four years
- $5,000 for teachers serving five or more years
Teachers with one to two years of experience would receive a $500 salary increase, which would be funded with local dollars, per district documents.

Nonteacher staff may receive a pay increase if the board of trustees approves these recommendations, which include:
- Providing a flat $5,000 salary increase for behavior specialists, counselors, English as a second language specialists, librarians, multitier systems of support specialist, nurses, Section 504 specialists, transition specialist, diagnosticians, licensed specialist in school psychology, therapists, audiologist and speech-language pathologists
- Providing a 3%-from-midpoint pay raise for administrative and professional staff not listed above
- Providing a 5%-from-midpoint pay increase for clerical, paraprofessional staff and auxiliary staff other than bus aides and bus drivers and providing individualized equity adjustments based on years of service
- Providing a $1 per hour pay increase for bus drivers and bus aides and increasing the daily guarantee of work by an additional half hour
“We wouldn’t even be talking about this tonight if it weren’t for our community passing the [voter-approval tax rate election funds] this past November," CISD board President Cameron Bryan said. “That VATRE enables us to become more competitive, not only with our teachers, but all disciplines.”
The board of trustees also discussed future staff pay raises for after Durham Intermediate School closes at the end of the 2026-27 school year.
The goal would be to provide all CISD staff a 3% raise for the 2027-28 school year, according to district documents. This would result in a total pay increase of 6% above what the state provides for teachers, meaning teachers will receive a salary increase of more than $9,000 over a three-year period.
“Last year, the state of Texas came forward with a $5,000 raise [for teachers],” Carroll ISD Superintendent Jeremy Glenn said. “Unlike other districts, we still had issues that we had to resolve with our budget to keep a balanced budget so we were not able to do anything above and beyond that $5,000. This year we are able to come back with a 3% raise, and then looking at the savings we will likely see from the closure of Durham, our goal will be another 3%, which will be compounded as a 6% raise.”
