The town of Fairview will pull in 9 percent more in property-tax revenue this year despite maintaining its tax rate from the previous two annual budgets. Fairview Town Council on Tuesday unanimously approved a $32 million budget for the 2016-17 fiscal year that includes a 15 percent utility rate increase. The property tax rate will remain at $0.359999 per $100 of taxable value as rising property appraisals are expected to rake in an additional $482,056 in revenue this year. Town Council also increased water and sewer rates, weighing two alternative proposals before approving an ordinance that would add an additional pricing tier. The highest pricing tier now applies to usage of 50,000 gallons a year, compared with last year’s 40,000 gallons. Town staff will also receive an additional $165,750 in order improve the town’s employee compensation plan. The town has had trouble lately retaining and recruiting employees, particularly in the police, fire and public works departments, Town Manager Julie Couch told the council. Council members on Tuesday also took a step toward funding improvements at Fairview Parkway and Frisco Road, agreeing to partner with Collin County to fund a portion of the design and planning costs for the proposed project.
