A request was filed with the Public Utility Commission of Texas today for a new substation and transmission lines that could impact four of Collin County's major cities and along a major commercial corridor. Brazos Electric Cooperative, the region’s wholesale electric generation and transmission provider, has been conducting studies to determine several potential sites and requirements for the proposed substation and transmission line project, called Kittyhawk. Proposed sites for the substation and lines include areas in McKinney, Allen, Frisco and Plano between Eldorado Parkway to the north, US 75 to the east, Independence Parkway to the west and the Hedgcoxe Road/West Bethany to the south. Brazos and CoServ, a not-for-profit electric distribution cooperative serving North Texas and one of Brazos' members, have been meeting with the cities of McKinney, Allen, Plano and Frisco regarding project Kittyhawk for the past several months. The cities of McKinney and Allen, along with Allen ISD, have passed resolutions opposing some of the proposed locations of the lines and substation, citing the impact the project could have on future commercial development and current projects. The document filed today, known as a Certificate of Convenience and Necessity (CCN), requests that the state’s Public Utility Commission determine the need and exact location of the project. Officials from CoServ said the need of the project has been exacerbated thanks to the prolific population increase seen in North Texas in recent years, adding that the current electric infrastructure in the area is set to max its capacity by 2019. Local cities, school districts and other interested parties will have the opportunity to express opposition to the project in the coming weeks, PUCT spokesman Terry Hadley said.
