The Bryan ISD board of trustees is set to review several operational and long-term planning items at the board’s March 23 meeting, including a potential contract for substitute staffing services and design work tied to the district’s 2025 bond.

According to the meeting agenda, trustees will consider:
- Substitute staffing services: The board will discuss authorizing the superintendent to negotiate a contract with ESS South Central LLC to provide substitute teachers for the 2026-27 school year.
- Bond project design contracts: Trustees will consider agreements with VLK Architects for renovations at Bryan and Rudder high schools, as well as with PBK for the rebuild of Bryan Collegiate High School. These projects are part of the district’s $397 million 2025 bond.
- Nursing training partnership: The board will vote on next steps on entering an agreement with Allegany College of Maryland to allow students in nursing and health programs to complete clinical training placements through the district.
Trustees will also consider renewing contracts for campus principals and other senior staff for the next school year.
The substitute staffing contract comes as districts continue to address staffing shortages and classroom coverage needs, while the bond-related design contracts represent early steps in major campus upgrades approved by voters in the general election in November 2025.
The details
The proposed agreement with Allegany College of Maryland outlines responsibilities for both the college and the district to support student clinical experiences, including:
- The college will provide instructors, supervision and liability insurance for students.
- Bryan ISD, as the clinical affiliate, will provide facilities, equipment and hands-on training opportunities.
- Both parties must comply with federal laws, including FERPA, HIPAA, and Title IX.
The agreement is designed to expand workforce training opportunities while supporting health care career pathways.

- Budget development planning for the 2026-27 school year, such as discussion of a potential voter approval tax rate election
- Summer programming for June
- Committee reports on teaching and learning, safety, athletics and district finances
