Bryan ISD trustees are set to make key decisions on the district’s tax rate Aug. 10, including whether to ask voters to approve a higher maintenance and operations tax rate through a voter-approval tax rate election, or VATRE.
The board will also consider the proposed budget and tax rate, consider issuing school building bonds and adopt the order for a trustee election.
The breakdown
The meeting begins with the proposed budget and tax rate before trustees consider adopting the district’s 2026-27 tax rate.
As previously explained to Community Impact by Norma Friddle, Bryan ISD chief financial officer, the maintenance and operations tax rate involves payroll and other operating expenses, whereas bonds are for construction and other repairs.
Trustees will also vote on whether to call a VATRE, which would allow voters to decide whether the district may increase its maintenance and operations tax rate. If approved, the item would appear on the Nov. 3 ballot.
In the current budget proposal, the tax rate will go unchanged at $0.9469 per $100 valuation.
School building bonds: Trustees will consider approving the issuance and sale of the district’s school building bonds. The order gives district officials flexibility to complete the bond sale within board-approved limits.
November trustee election: Trustees are also expected to adopt the order and notice for the Nov. 3 board election, where two seats are up for election.
- Place 6, currently held by board President Joel Bryan, who has served since 2023
- Single-member District 2, currently held by Julie Harlin-Wolf, who has served since 2016
Also on the agenda
As part of the special meeting, trustees will receive financial updates on the district’s employee benefits plan and the new Virtual Academy. Other items worth mentioning include:
- Agreements for school resource officers with the city of Bryan and armed security guards
- Several purchases using 2020 bond funds, including HVAC replacements
- An agreement with Blinn College for preparatory courses
Trustees are also expected to approve a memorandum of understanding with Blinn College for prep courses.
