After months of coordinated efforts between the cities of Bellaire, Houston and the Harris County Flood Control District, construction of the Meyergrove Phase 2 Detention Basin is finally slated to begin, furthering improvements to the city’s flood mitigation system.
This comes after Bellaire officials approved an interlocal agreement, as well as a drainage and detention easement, between the city and HCFCD at the Aug. 3 City Council meeting.
What to expect
Under the interlocal agreement, the district is outlined to construct the basin on a parcel south of the Cypress Ditch between North Braeswood Boulevard and Brays Bayou, according to agenda documents.
This second phase of construction of the Meyergrove Stormwater Detention Basin will create an additional 8.1 acre-feet of water storage—increasing the ditch’s overall capacity—to reduce the amount of street flooding in nearby neighborhoods.
Community Impact previously reported that 1 acre-foot of water equated to 325,851 gallons in 2025 when Houston City Council first authorized its share of the interlocal agreement related to Phase 2 construction.
Why it matters
Agenda documents from Aug. 3 state that continued improvements to the basin are part of the city’s larger contributions to the Cypress Ditch Regional Flood Mitigation Project.
With its comprehensive initiative, the project aims to:
- Strengthen regional resiliency
- Upgrade local infrastructure related to flood control
- Promote interagency coordination between cities
- Reduce flood risk in susceptible communities during hurricanes and other extreme weather incidents, including the city of Bellaire

HCFCD notably contributed $15 million to help fund the regional flood mitigation project, per agenda details. This occurred back in March, when Bellaire officials approved execution of the interlocal agreement and subsequently designated the city manager as the official authorized to accept, reject, alter or terminate the deal.
At a recent Harris County Commissioner’s Court meeting July 30, commissioners approved a $439,225 bid for construction to Juan & Son Contracting LLC for Phase 2 of the project.

While the construction start date of the Meyergrove Phase 2 Detention Basin was not specified during the Aug. 3 City Council meeting, council member Ross Gordon thanked all of the city staff involved in arranging the agreement with HCFCD behind the scenes.
“It was not a simple thing, and I just really want to shout out ... the whole team for handling that very seamlessly and very professionally,” Gordon said. “They were able to execute the agreement we needed to be able to claim our detention credits, which is fantastic.”
