Two Republican candidates are running for Congressional District 14 in the upcoming March primaries.
The overview
Incumbent Randy Weber and Jessica Forgy will compete in the Republican nomination.
The winning Republican candidate will face the winner of the Democratic nomination in November, and the winner of that election will begin serving District 14 in January 2027.
Thurman Bill Bartie, Richard H. Davis and Konstantinos Vogiatzis are vying for the Democratic nomination.
Members of the U.S. House of Representatives are elected for a two-year term with no term limits.
Following congressional redistricting, which will take effect in January 2027, District 14 will cover portions of southeast Houston into Galveston.

What would your top priorities be if elected?
My top priority is making everyday life more affordable for American families. This includes, unleashing American energy to lower costs and reduce dependence on foreign oil, reducing federal spending and balancing our national budget, lowering taxes and making health care more affordable and patient/doctor driven.
If elected, what will your priorities be for the future of Texas education?
President Trump made the right choice dissolving the Department of Education. Education decisions should be made locally with parent involvement and input. I support vouchers giving parents choices in where their kids go to school. School curricula should be available for review and comment. Transgender accommodations should not be allowed.
How will you ensure your district is prepared for extreme weather and flooding?
Our Gulf Coast district and infrastructure must be protected from storms. We power the country and the world via our ports, refineries and plants. The Texas Coastal Project (Ike Dike) will help provide this protection long term. I recently secured $5 million in federal funds for this project.
How do you plan to involve residents in the decision-making process?
TX-14 residents are invited to share thoughts and opinions anytime. In 2025, we responded to nearly 17,500 constituent calls, letters and emails. We conducted several tele-townhalls, offered weekly issue surveys and attended hundreds of community events. Feedback from all of these comments factors into every vote I take in Congress.

What would your top priorities be if elected?
My top policy priorities are healthcare reform, addressing affordability and the cost of living, and enacting data driven policies regardless of political or corporate pressure.
If elected, what will your priorities be for the future of Texas education?
Regarding education in Texas, it is important to remember that most policies are put into place at the state legislature level, not federal policy. I do support increasing funding for our public schools, implementing policies that encourage teacher retention and increased mental health resources.
How will you ensure your district is prepared for extreme weather and flooding?
To help prepare for future flooding and natural disasters we need to fully fund the National Weather Service and National Oceanic and Atmospheric Administration. Funding is needed for several projects in the district including waterway maintenance, levees around Freeport and Lake Jackson, and Ike Dike project.
How do you plan to involve residents in the decision-making process?
I will have in person town hall meetings in the district during every recess, both in the east and west sides of the district. I will also keep a number of office hours available while in the district to meet with residents to hear and discuss their concerns.
