Four candidates are competing for the city of Kyle’s District 4 spot on the dais in the Nov. 7 election.

Incumbent District 4 Council Member Ashlee Bradshaw is not seeking re-election.

Lauralee Harris



Experience: Doctorate in Public Health; Master's in Public Administration; city planning and zoning board; Kyle Parks & Recreation Board


Occupation: Retired, executive director, health and human service organizations







What is the most important issue facing Kyle residents, and how would you address it if elected?



Managing explosive growth. Developers must be held to high environmental and quality-of-life standards, including water use, air pollution and lighting, enhancement of community cohesion and identity, walkability, and building standards and appearance. Assuring effective and appropriate land uses is crucial.



If elected, how do you plan to represent all constituents in District 4?



I will be readily available by email, Facebook and Nextdoor. I will send regular updates to the neighborhood social platforms, including Facebook and Nextdoor. I will hold in-person update and listening sessions, including attending neighborhood meetings.



What issues outside of the most important one named above are a high priority for City Council to address?



Water. Our primary sources, Edwards Aquifer and Canyon Lake, are at record lows. All of the Central Texas communities are in drought conservation status. This issue is urgent. Current efforts to encourage residential and commercial conservation, provide reuse water and develop new sources are critical and should be fast-tracked.












Claudia Zapata



Experience: BA in Philosophy and Government, 10-plus years of legislative development and advocacy

What is the most important issue facing Kyle residents, and how would you address it if elected?



Kyle must prioritize supporting current communities over residential and business growth. Holding developers accountable by making them cover specific environmental and infrastructure costs can reduce property taxes, allowing residents to remain in their homes.



If elected, how do you plan to represent all constituents in District 4?



As a City Council member, my role is to serve residents by exploring ALL matters, collecting feedback and hosting workshops on various subjects. I’ll collaborate with council members, openly share workshop findings and initiate policy development, drawing from my policy development background to be a responsive and proactive representative.



What issues outside of the most important one named above are a high priority for City Council to address?



Water and infrastructure. We must enforce rainwater harvesting in new developments, incentivize conservation and xeriscaping, and expand water reuse. Additionally, addressing traffic and pedestrian safety issues is crucial. Poor lighting, unsafe sidewalks and limited public transport contribute to traffic and pedestrian issues and must be addressed.












Jake Webb



Experience: Plum Creek HOA President; 12-plus years in banking and finance; experience working with developments


Occupation: Founder of W3BB Strategies (Financial Consulting)







What is the most important issue facing Kyle residents, and how would you address it if elected?



Water is by far our biggest issue right now, and by far the biggest use of water is single-family homes. We need to do more to reduce both the city's water consumption and offer incentives for residents to conserve water—like rainwater collection or installing xeriscaping.



If elected, how do you plan to represent all constituents in District 4?



As I've spent time talking with residents, I've heard their concerns and priorities. We truly share a common vision for Kyle, and, if elected, I want to keep these conversations going. I want to be accessible to residents in the district as I work to deliver on that shared vision.



What issues outside of the most important one named above are a high priority for City Council to address?



Balanced growth: We need to grow strategically in a way that serves the community but doesn't strain city services or place an unnecessary tax burden on existing residents. I want to guide our growth towards that shared vision we all have for Kyle.
