Propositions approved to establish funding, directors for Leander MUDs

Voters appear ready to approve propositions that establish directors and funding for three new municipal utility districts that comprise the Wedemeyer Ranch development in Leander.

According to unofficial early results, voters approved a total of 15 propositions by votes of 1 to 0 each.

All results are unofficial until canvassed. Williamson County Election Administrator Jason Barnett said only a few people who count as legal residents within a MUD area can vote for the district's propositions. Confirmed residents may number in the single digits, Barnett said.

The city of Leander approved the three MUDs in December 2008, and the Texas Commission on Environmental Quality approved the MUDs in 2013. The TCEQ appoints an interim board for a newly created MUD before voters in a local election approve a permanent board of directors, said Tom Yantis, Leander director of development services.

Members of a MUD board of directors are legally responsible for all the MUD's financial decisions, such as setting budgets and tax rates.

Each of the sets of MUD propositions also include the establishment of the MUD's operations and maintenance taxes as well as issuances of bonds for water utilities, roads, and parks and recreation facilities:

Leander Municipal Utility District No. 1

• Proposition 1: Create the MUD.
• Proposition 2: Adopt an operation and maintenance tax not to exceed $1.50 per $100 of a MUD property's assessed value.
• Proposition 3: Issue $20.025 million in bonds for water, wastewater and drainage systems.
• Proposition 4: Issue $1.6 million in bonds for parks and recreation facilities.
• Proposition 5: Issue $2.135 million in bonds for roads.

Five candidates ran for five at-large positions on the new MUD's board of directors. They are Gene Calabro, Brooke Evans, Ryan W. Kasten, Scott Kiella and Will Withers. Early results show each candidate received one vote apiece.

Leander Municipal Utility District No. 2

• Proposition 1: Create the MUD.
• Proposition 2: Adopt an operation and maintenance tax not to exceed $1.50 per $100 of a MUD property's assessed value.
• Proposition 3: Issue $22.37 million in bonds for water, wastewater and drainage systems.
• Proposition 4: Issue $730,000 in bonds for parks and recreation facilities.
• Proposition 5: Issue $2.45 million in bonds for roads.

Five candidates ran for five at-large positions on the new MUD's board of directors. They are Thomas Beier, Michael W. Bridges, William Sayers, Damon Thurman and Charles R. Walters. Early results show each candidate received one vote apiece.

Leander Municipal Utility District No. 3

• Proposition 1: Create the MUD.
• Proposition 2: Adopt an operation and maintenance tax not to exceed $1.50 per $100 of a MUD property's assessed value.
• Proposition 3: Issue $18.065 million in bonds for water, wastewater and drainage systems.
• Proposition 4: Issue $825,000 in bonds for parks and recreation facilities.
• Proposition 5: Issue $2.765 million in bonds for roads.

Five candidates ran for five at-large positions on the new MUD's board of directors. They are Marsha Adams, Shalene Conrad, Katie Daly, Roy Evans and Pete Peters. Early results show each candidate received one vote apiece.
