Eads—who is a credentialed city manager by the International City Managers Association and a member of the Texas City Management Association—most recently served as the chief executive officer for the Boys and Girls Clubs of Laredo.
He also has more than 20 years of experience in local government, including a two-year stint as the city manager of Laredo.
“Mr. Eads brings a wealth of experience to this position and understands the unique financial and development challenges of cities like Elgin,” Elgin Mayor Theresa McShan said in a Sept. 18 statement. “His background in finance will be especially helpful for our city right now, and I know he will do a great job as we search for a permanent City Manager. I am excited to welcome Mr. Eads to our community and appreciate his willingness to serve.”
Eads, a veteran, holds a master’s degree from Sul Ross State University and a bachelor’s degree from Charter Oak State College.

Elgin is continuing its search for a new city manager after Wayne Reed, a lone finalist for the role, declined an offer for the position in August.
"Mr. Reed has declined the offer from the city of Elgin to be our next city manager,” Elgin Mayor Theresa McShan said in a statement Aug. 20. “While we are disappointed, we understand that he must do what is best for him and his family and respect his decision. We appreciate his time and consideration of the position and wish him the best."
According to city documents, responsibilities for the position include:
- Coordinating official City Council business
- Providing leadership
- Implementing City Council priorities
- Managing city staff
- Overseeing the delivery of city services
- Providing management support
A start date for Eads’ role as interim city manager has yet to be determined, according to officials.
