The Texas Education Agency today released “mock ratings” for school districts and campuses throughout the state that are based on Texas' new accountability system. Districts and campuses were scored with an A-F letter grade based on closing gaps in achievement between students of varying socioeconomic and racial backgrounds as well as graduation rates, standardized test scores and other factors. In San Marcos CISD, most campuses scored C’s and D’s. Only two campuses, Travis and DeZavala elementary schools, scored at least a B on any of the four “domains” the state used to grade the schools and districts. In a letter sent to parents, SMCISD Superintendent Michael Cardona said the new rating system is still a work in progress, as further details are being worked out by the TEA. “We are proud of systems and changes that have been put in place in our schools recently, and we believe that if the new environment and expectations are embraced by the staff and community, we will be proud of the performance of our schools in years to come,” Cardona stated in the letter. “This year, all campuses met standard and totaled 10 distinctions under the current accountability system.” The A-F rating system is part of House Bill 2804, which was approved during the 2015 legislative session. Under the current accountability system, each SMCISD campus met the state standard, and 10 distinctions were given to the district and campuses. “Whenever a new system is created, it can sometimes be discouraging for parents, teachers, and even students,” Cardona stated in the letter. “San Marcos CISD remains focused on the success of every student, from pre-kindergarten to the college and career ready graduate.” The grading domains break down as follows: Domain I looks at student achievement. Domain II measures student progress, specifically how each student’s State of Texas Assessments of Academic Readiness score compares to the previous year. Domain III looks at closing achievement gaps. Economically disadvantaged numbers play into this. Domain IV measures postsecondary readiness. At the high school level, this is based on the graduation rate and the percentage of students who graduate ready for college, career or the military.
