The district had a deadline of June 30 to adopt the budget, which stands at $110.08 million in total projected revenue and $116.18 million in total projected expenditures for HISD.
District staff said some of the drivers of the planned budget shortfall include:
- The projected average daily attendance is down from 96% for the 2022-23 school year, and because that figure is tied to state financial aid, the FY 2023-24 revenue estimation for HISD is down about $3 million.
- The state will reclaim about $1.1 million in recapture, or the amount reclaimed from Texas public school districts based on revenue collected that is over a district's entitlement.

- Support services: 12.32%
- Student services: 11.73%
