During the Katy ISD board of trustees and Katy City Council meetings, residents are able to speak during public forums on a variety of topics. KISD holds forums only during work study meetings, while Katy City Council holds a public forum at every meeting.

City Council and board members are restricted from responding to speakers about items that are not on the agenda for that particular meeting.

Public speakers at KISD meetings are encouraged to speak on the topics of education and district policies, curriculum and facilities. However, speakers are asked not to discuss concerns or complaints about specific individuals.  Residents interested in speaking at a KISD public forum are allotted three minutes to address the board. Residents who are interrupted during their speaking time will not have time missed returned to them. KISD officials said any time spent on warning and/or instructing someone who is not following decorum policy, will not be returned.
