Fulshear City Council approved a few changes to the Fulshear COVID-19 Small Business Grant Program at the July 21 special meeting.

One revision includes allowing Fulshear-based businesses that are not required to register with the Texas Secretary of State's office to apply for a grant with an assumed name certificate. This change is effective retroactively to applications already received for the second round of grants in the program.

The other revision included doubling grant amounts to businesses that qualify based on their number of full-time equivalent employees. Under this change, grant amounts range from $1,000-$5,000 based on either an applicant’s average monthly sales tax or total FTE employees. The higher the sales tax or the higher the number of FTE employees, the higher grant amount a business can qualify for.

The program will award the higher grant amount based on an applicant's sales tax or FTE, and this change is effective retroactively for the second round of the grant program.

At the meeting, Fulshear Economic Development Director Angela Fritz said there is about $140,000 remaining in funding as of July 12.

More Fulshear businesses can apply for a grant to help them recover from the coronavirus pandemic, as the second round of the Fulshear COVID-19 Small Business Grant Program will distribute $161,250 in remaining funds to eligible businesses, according to a June 30 press release from the city.

The deadline to apply for an individual grant, with amounts ranging from $500-$5,000, is Aug. 14 or when the funds are exhausted, whichever comes first, per the release. Applications will be reviewed on a rolling basis until then.

In this second round, eligible businesses now include those that do not remit sales taxes to the city of Fulshear, per the press release.

“The program has been expanded to now include businesses who do not generate sales taxes, along with those who do,” Fulshear Economic Development Director Angela Fritz said in an July 7 emailed statement.


Other qualifications include the business being in operation as of March 19, having a physical location within Fulshear city limits and hiring 2-35 full-time employees. The full list of requirements is available online.

Businesses that applied in the first round of grant funding but were found ineligible can reapply in the second round, per the release. However, those businesses that applied and received a grant cannot apply for a second grant.

Fulshear’s small businesses can also apply for a grant from the Fort Bend County COVID-19 Small Business Emergency Assistance Grant Program.

“This is a rare opportunity for businesses to layer these local monies with other programs currently available at the county and federal levels, to provide maximum impact during these difficult economic times,” Fritz said.


Fulshear’s small business grant program launched in May with $200,000, funded by Fulshear’s two economic development sales tax corporations.
