On March 3, the Hays CISD board of trustees called a special meeting for March 8 at 9 a.m. to begin the process of terminating Andrew Palmore, a Blanco Vista Elementary School teacher, who has been charged with two counts of indecency with a child—a third degree felony—and two counts of improper relationship between educator and student, which is a second degree felony.

Palmore was arrested on March 1, a month after being placed on administrative leave, when the Kyle Police Department alerted HCISD of the investigation into the allegations.

The teacher had previously been placed on leave in December 2020 after the district was notified he was being investigated by Child Protective Services and another law enforcement agency, according to a press release from HCISD.

“However, those investigations did not result in any charges or any information provided to the school district that would have caused the district to proceed with disciplinary action against Palmore,” the release said.

Palmore worked at Blanco Vista and Science Hall elementary schools as well as Simon Middle School in the spring of 2012.


In August 2014, he was fired as a full-time teacher at Blanco Vista Elementary School for second, fourth and fifth graders.

Palmer is also believed to have worked in Austin, Bastrop and Del Valle ISDs, according to his resume.

“We know these incidents are extremely unsettling for our community, but we are working together during this difficult time to provide our students and affected families with the justice, care and support they deserve,” Kyle Police Chief Jeff Barnett said in a separate press release from the city of Kyle.

The special meeting March 8 will be held at the Historic Buda Campus, located at 300 San Marcos St., Buda.
