San Marcos City Council voted Dec. 2 to approve two annexation proposals.

A 31.59-acre plot was unanimously approved by council members.

Shannon Mattingly, San Marcos' director of planning and development services, said the applicant has proposed a multifamily development on the property, which runs along the 2400 block of Hwy. 123 near the Wonder World Drive intersection.

The city would provide water and wastewater utilities to the development, but utility extensions to the property would be the developer's responsibility, according to Mattingly.

Bluebonnet Electric Cooperative would be the electric utility provider. Proposed zoning for the property is CD-5 and was also approved during the Dec. 2 meeting.


Place 5 Council Member Joca Marquez cast the sole dissenting vote to the proposed CD-5 zoning during the ordinance’s first reading on Nov. 14 after voicing concerns of gentrification and the loss of green spaces and agricultural land. The Dec. 2 vote was unanimously in favor.

An additional 3.62 acres was annexed unanimously in a development agreement for a 4,100-square-foot self-storage and office facility on the north side of Rattler Road between Old Bastrop Hwy. and Hwy. 123.

Another proposed annexation—a 73.412-acre plot at 2811 Harris Hill Road, San Marcos—received approval from council Nov. 14 for a public hearing, which was scheduled for Jan. 5.

Zoning will also be voted on during that meeting, but that was scheduled for discussion at a public meeting of the San Marcos Planning and Zoning Commission on Dec. 8.


City documents show the Harris Hill applicant intends to build a manufactured home community and will seek corresponding zoning. The plot is adjacent to the Saddlebrook manufactured home community and is across from the Harris Hill Raceway.
