Austin City Council will return to its chambers in City Hall for the first time since construction started to make room for the additional council members anticipated to arrive as part of the city's new 10-district council system.



The council last met in City Hall in late June. Since that time, City Council has held its meetings in the Travis County Commissioners Court.



This will also be the first meeting the council holds after the Nov. 4 election day.



Consent agenda items for consideration:



  • Sell 215.436 acres of land located at 15700 Anderson Mill Road to the city of Cedar Park for $4.1 million. The proceeds of the sell will go directly to Austin Water Utility.

  • Increase Animal Services Office Operating Budget by $219,920 and add two full-time equivalents of an Animal Protection Officer.

  • Authorize a loan for a new hotel development project located at 1707 Airport Commerce Drive for no more than $402,000.

  • Amend City Code to prohibit discrimination of a potential resident based on his or her source of income.

  • Adopt a coyote conflict management strategy, as recommended by the Animal Advisory Committee.

  • Set a public hearing for Dec. 11 to amend the Imagine Austin Comprehensive Plan to support the Digital Inclusion Strategic Plan, which focuses on children from birth to five years.

Items for consideration not on consent:



  • Allow the construction of multifamily housing buildings with apartments at 500 square feet or less—commonly called micro units—with no minimum parking requirements.

  • Approve amendments to the South Congress Combined Neighborhood Plan to allow construction of St. Elmo's Market and Lofts, a proposed mixed-use project that would include retail, restaurants and housing.

  • Conduct a public hearing and consider adopting the Austin 2014 Bicycle Master Plan .

  • Amend City Code to request development of S.M.A.R.T Housing within an existing or planned transit stop.

  • Amend City Code to allow metered parking spaces to count toward minimum off-street parking required for non-residential use.
