A preliminary plan for a subdivision off Twin Creeks Road west of Old San Antonio Road, south of FM 1626 and north of Buda was approved by the Travis County Commissioners Court on Aug. 4.

The Cebolla Creek project plan consists of 197 lots on 70.86 acres and will feature 188 single-family units as well as water quality and drainage ponds, detention, park, and open space lots once it is completed. The property is within the two-mile extraterritorial jurisdiction of the city of Austin and about 35 percent of the property will be left as open space.

Members of the public were invited to provide commissioners with feedback before the vote. Resident Ann Trask’s property is adjacent to the south side of the proposed subdivision, she said.

“Our main concern is traffic. Twin Creeks Road is already a really small road and [is] carrying a lot of traffic from Buda and Kyle, and this will add a lot more traffic to that road which is already small. … We would just urge the county to look into the infrastructure,” she said.

A representative of the developer said the company would be adding an 8-foot privacy fence as well as left-turn lane improvements on Old San Antonio Road, among other improvements.

Charles Benson, a resident in the nearby Mystic Oaks subdivision, said that he and other neighbors did not realize how far the project had progressed until residents received notices from the city of Austin about a public hearing in July.

Resident Alex Van Zandt said the neighborhood is not opposed to development, but citizens have concerns about flooding, traffic, drainage, density, light pollution and environmental effects and are asking that the city conduct further investigation into the project plans’ potential impact.

Commissioner Gerald Daugherty made the motion to approve the preliminary plan, which was approved 4-0-1, with Commissioner Brigid Shea abstaining.
